Sbs 2003 Licensing Error

I guess also what I wanted to know is, how many user licenses do I have at the moment? 35? Very odd. A product key can only be used once to activate the designated number of CALs for that given key. I read and read again.
How to solve this problem because my domain users also giving problem like this ( No license was available for user (sam) using product FilePrint. see below. That this little bit of information is not included in the Microsoft support article is astounding. The popup message hasn't showed up so far.
