You can use any other method you would like to obtain a certificate (perhaps you do), but it's critical to ensure your request has the correct parameters including the certificate usage. As this appears to have become a SCOM issue there's probably not much more to add here. Currently, the four message types that we support are Handshake, ChangeCipherSpec, Alert, and ApplicationData, the only four defined in the TLS RFCs (defined in appendix A.1 of the TLS 1.2 RFC).
